RESIDENTIAL PARKING PERMITS


The high demand for parking in residential areas surrounding the University of Oregon, Fifth Street Market, Downtown and other areas can make it difficult for people to find parking. To help address this problem the City of Eugene has established a parking program that designates special zones and rules for residential and commuter parking. The information below explains how this program works.

Residents whose property front borders a designated A, B, C, E, F, or G area may be eligible to purchase a residential permit. This permit allows residents to park beyond the posted time limits within the appropriate permit zone. Permits must be displayed on the left side of the rear bumper. Vehicles with permits that are not displayed correctly will be ticketed.

To obtain a Zone A, B, C, E, F, or G permit, bring the required items (see Permit Requirements) to Diamond Parking Services located at 1297 High Street. Diamond Parking is open Monday through Friday from 9:00 a.m. to 5:00 p.m.

Permits Requirements
  1. Current proof of residency with your name and address on it. An official piece of mail such as a recent utility bill, bank, or credit card statement is preferred. A lease/rental agreement will be accepted only on official letterhead or with the owner or management stamp. If a lease/rental agreement is used at the time of initial application for a residential permit, a temporary dashboard permit may be issued at the discretion of Diamond Parking staff, but in no case will the temporary permit exceed one month in duration. When the temporary permit expires, an official piece of mail and items two and three under permit requirements must be presented in order to purchase a yearly residential bumper sticker permit. No additional temporary permits will be issued. Generic stationery leases are not acceptable.

  2. Photo identification: driver's license, passport, or student ID card.

  3. Vehicle title or registration card with your license plate number for each vehicle for which you wish to have a permit. This must be in your name or your parent's name. Loaned vehicles are not eligible for permit. Temporary permits and title transfers will be reviewed on an individual basis.
Rates
Residential Permits are $20.00 per academic year, prorated quarterly, and must be renewed each year by the October 1st expiration date. Permits will not be issued by mail, except for participants that have been in the program for at least three years without interruption.

Replacement of Renewal
It is the responsibility of residents to renew permits before the expiration date. Permits will be renewed in person at Diamond Parking Services when proof of eligibility is provided (see Permit Requirements). At that time a new permit will be issued.

If you sell a vehicle, remove the permit and bring it to Diamond Parking. The replacement fee will be $1.00. If the old sticker is not provided, the $20.00 (or prorated fee) applies.

Commuter Parking
Zone D and Meter Over-Ride (8040) monthly parking permits are available to anyone on a first-come-first serve basis and do not require eligibility. Zone D and Meter Over-Ride (8040) parking permits are valid only in designated areas. Monthly permits are available to anyone and do not require eligibility. Possession of a permit allows you to park in an available space; it does not guarantee a space will be open. Zone D and Zone B or C share common areas. Purchase Zone D permits.

Guest Permits
Permits are available for guest of eligible residents in Zones A, B, C, E, F, or G at no charge. Visitors staying longer than two hours during the posted time will need a guest permit obtainable only by an eligible resident. Residents may obtain up to three guest permits at one time. Guest permits for Zones A, B, C, E and F are issued at the Diamond Parking office. Zone G guest permits are available at the Sheldon Community Center. Residents not currently using the parking program must provide the required information (see Permit Requirements) to obtain a guest permit. Guest permits are normally valid for only one day, however, special requests for time periods exceeding one day will be reviewed on a case by case basis and must be authorized by the City of Eugene.

Temporary Permits
Temporary permits for service vehicles may be made available to eligible residents in Zones A, B, C, E, F, or G at not charge. These permits generally apply to construction vehicles, care givers, and housekeepers. These permits may be issued for up to three months at a time. Each request will be reviewed on a case by case basis. All temporary permits must be authorized by the City of Eugene.

Parking Hours
All zone areas allow two-hour parking without a permit during designated times. All zone areas are posted with signs stating the time of day when the two-hour parking limit is enforced. With the appropriate zone permit, you may park beyond the posted time limits. However, under no circumstances does the zone permit allow vehicles to be stored on the street. Vehicles must be moved every 72 hours, or a vehicle may be cited and/or towed at the owner's expense.
